I hate replying with I don't know, but I have relative information. I received an e-mail saying my W2 was available electronically. I had indeed signed up to receive mine that way. However, when I went to W2 Express, there was no link to my W2. I realize that this doesn't help you with your answer, but I wanted to share my annoyance with other employees.
