Do people abuse the tax-free sales book at your store?

I have always suspected that people are buying their personal groceries via tax-free. I thought it was supposed to be for places like churches and  non-profits. We have commercial companies coming into our store and buying tons of stuff. What is the policy on tax-free sales in your store?

 In mine, we have a binder at every register, with printed pages of the businesses that we have a deal with for no tax, with a registration number and signature. If they aren't on the printed list of businesses, we can't give them tax free anything until they turn in a form to us.
