If your store is unionized, everyone starts at the same minimum wage. Very rarely will a person get experience pay. If they do, they would need to be really good at their job.
Pay increases are also based on amount of hours worked on some contracts. Example: You have to work 1200 hours before you can get your next pay raise. If it takes two years to get 1200 hours, then you don't get your raise until after you work 2 years.
Cashiers are started at min and work their way up based on contract. I was a cashier for 6 years and ended making $9.10/hr. due to contract renegotiations screwing me out of all previous raises.

I have two cashiers at my store who started off at 11.20 and they got that because of experience pay and they suck. Its more about who likes you, who wants to help you, and do you know what to ask for.
When I was hired 2 years ago, I started at 7.85 per hour. They said the extra 0.60 was my "experience pay".
In November or December I'll have 8.60, next June it'll be 8.75, etc.
Before Kroger I only had 2 months retail experience at JC Penny's, and a customer service job that was non-retail for 2 years.
A co-worker of mine got screwed harder. They had years of bank teller experience, and once owned a damn bakery and Kroger gave them 0 experience pay at 7.25 an hour (they were never a bagger)
They were told it was because there was a big gap of years they didn't work and being a bank teller wasn't considered "relevant experience".
