Not "officially" but you should ask to receive relief pay. I've seen it happen. I say not "officially" because Frozen does not have an "official" backup position that receives relief pay, but the clerk who runs frozen while the lead is gone should receive relief pay.
If someone has the ability to perform the duties while the Department Manager/Lead is on Vac and they are told they are "in charge", they should receive relief pay.
