Is getting cash back at the register a courtesy from Kroger or is Kroger obligated to provide that service?

I ask this because as a cashier, I have had customers get upset that I did not have enough cash in my register to give them cash back for the amount they wanted to receive.

What do you tell the customer when this happens?

Under $100.00 its a courtesy, over $100 its a profit maker for the store/company. Cash back in general is a courtesy and it not obligated by any processor/bank. In general cash back is a way to draw customers into the stores, since ATM surcharged are present at any "out of network" ATM.

I would say, "Oh, looks like your getting cash back, I will have to get my supervisor to get some $$$, people have been paying with cards all day" or just say they can do to the Money Services to do the cash back part.
