Does the vacation time you get year after year stack (so you could have like 90 hours total) or is there a cut off time that your have to use your hours per year?
But that's only for the first year of employment. If you earned a vacation in 2018 but you didn't earn it until the latter part of December, you can take it in January of 2019. Remember this is your 2018 vaction You can then take your 2019 anytime after that up until the end of December. You can then take your yearly vacation anytime you want. When you earn another week, you'll have to take that extra week in January again. But then with the year starting over you can take that extra week anytime you want.
Theoretically you could earn a vacation in December 2018. You could then take it the week of January 20th. Then you could take your 2019 vacation the week of January 27th. You would get two weeks off together but you wouldn't get anymore vacation time until January 2020.

If you don't use them by the end of January, you will get paid for them. They don't arrie over, but you will get paid.

Maybe in some divisions, but not Southwest Division. Don't use it? Lose it AND don't get paid for it.
