I would think minimum wage is going up everywhere, at some rate. The problem is that it's not going to affect anyone making more than minimum wage. Kroger doesn't care about you earning enough to live off of, so those of us that are already working for them aren't going to see a raise unless the unions bargain one for us. When it sounds like this company is trying to take more from its employees every year, that's going to be tough.
Here in Colorado, because of an amendment that was passed a few years back to raise minimum wage by $0.90 every year until 2020, it hit $11.10 at the opening of this year and will increase again to $12 on January 1st of next. After that, it will supposedly switch to adjustments based on changes in cost of living.

So in my division, when our current contract came in and base pay increased. Those who had increased payrates went up as well within certain brackets. It was by much but it was something.
For example, I was deli/bistro at the time. I was making $9 something an hour iirc. When payrates increase I went up to $11. Now one of my coworkers was making a bit more than me, they were right around $10 an hour iirc. They went up to 11.50 or something along those lines. The numbers aren't exact but the idea stays the same. Unless your rate increases brackets are much wider, you should make more than the person making $9/hr after the increase happens
