It really depends if your current department can replace you easily and if new one needs you. If not, then transfer has no reason to happen. Most of the time they move people based on needs of the store, not really needs of the person.

If your current department is hurting or you are too valuable a worker, you simply don't get to transfer. Usually, they just give you the old soft shoe to keep you around as long as they can. My store likes to give fraudulent writeups to employees who are at risk of transferring. Allegedly it puts the employee into "bad standing" with the company, which reportedly prevents transfer. Additionally, if they were going to leave anyways, it's preferable to provoke them into quitting.
However, if the store needs it badly enough, it's practically next day; "Go help out while we arrange your training".
Transferring between stores shouldn't take more than two weeks if they mean it.
Apply and get the job. Transfers happen within a week. Coworkers are pissed they see you working a non union compliant position but that's their problem. It's all union legal so long as you're training.
