Our new FES sometime back was asking for the phone numbers of all associates "in case we need to call you." As I understand it someone classified as PT (which I am) is NOT required to have this availability. I am not comfortable with Kroger having my phone number and I explained that I do have a life outside of Kroger and once I clock out it is none of Kroger's business what I do as that is MY time. I can count on one hand the number of times Kroger has called me to see if I can come in on a day of. According to our Union contract (Local 1996) we are not required to provide this info. I am not comfortable with Kroger possibly using an app like "Find My Phone" to track me and see where I am. I think it is important to establish parameters early and I think my strategy has worked. I haven't been bothered about it since.
They already have your phone number from when you applied. Also, they can't track where you are with just your phone number.
They can require open availability for full-timers. I had a medical exemption from working overnight. They didn't like that, but could do much without me raising an ADA accommodations issue over it.

If your full time then you are required to have open availability. Then can also transfer you to different department.
Technically, yes... if you're classified as full time, you are required to have open availability.
In reality... it depends on your department head and store management. Like most of the full time people at my store do not have open availability and the department heads/store management don't push the issue; they just go along with it. Maybe they are afraid of having people quit and not being able to replace them if the issue is forced. Perhaps they don't care. It's even possible that they care too much and understand that people have availability restrictions for a reason (another job, family-related stuff, personal reasons, etc...). I don't know.
What I do know though is like with pretty much everything at Kroger, what may be in black and white on company paperwork/the union handbook is not necessarily going to be the reality in any particular store depending on the store manager, co-managers and department heads.

Can you post the wording from this portion of your contract? It really seems a bit odd that they'd even put this as another poster said, you've likely already given them your phone number when you applied to work there. OP you sound like a bit of a pussy, to be quite honest. You better hope your hours don't get slashed for whatever reason--you'll be begging them for more hours or wishing you'd have given them your phone number
What would they gain from knowing where you are? Who has time for that? If they call, just say you not available. They will call someone else. Just remember next time whey you want more hours, they will first call those that came when called.
No. The more availability you have the more hours you get. You don't need to give 200% of your life to Kroger. And you are not required to give your manager/fes/supervisor your phone number. They have that information in the employee contact list. They shouldn't be asking for personal information.
