Had the general manager of a particular Kroger store that I use to work at, approach me and stayed 10-15 yards away and just stare at me when I began shopping. When I looked back, he looked at the ground.
When I started shopping again, and looked back I caught him looking at me again. When he saw me again he looked down.
He never said anything. I never said anything either. I almost said, "can I help you?"
It would have been funny if you had walked up to him and asked "Hello, valued customer, I notice you look lost! Is there anything I can help you find today?"

What was he trying to accomplish? What was the point? Is that standard protocol for managers to do that...for whatever reason? He had an agitated look on his face.
I continue to shop there to this very day thereafter and this hasn't happened again since.
One side of my personality wants to pat him on the back and say to him the next time I see him "Hey! How the fxxx are you? What was that staring thing you did, a week after I quit"

Not funny at all...
I mean, It would turn the tables on him; forcing his hand and killing them with kindness. Perhaps I'm just a sucker for drama?

I, personally, believe that he was watching because he thought you were going to steal something...... It's an intimidation tactic. We used it all the time at the store I use to work at, we had a ton of meat-thieves. We'd follow them around while pretending to work and that makes people nervous. Nervous people tend to move along quicker than someone who thinks they aren't being watched.

Confront him and ask him what his f$cking problem is and DEMAND that he stop. If he doesnt then get the authorities involved.
His actions were an attempt to bait me into a fight so he can kick me out of his store, which he can do legally for any reason excluding discrimination. I would have played into his hands.
I know this because I discussed this with a store loss protection acquaintance from a different company a few days after this stare down attempt by the Kroger general manager.
Plan is to get and wear a GoPro camera and activate it if/when he attempts to do it again to me.
I still shop there because of their rock bottom prices and convenient location.
It's amazing how quick thinking and maintaining one's composure can turn the tables.
