I currently work at the fuel center, and I get this issue from customers....

"I tried to pay at the pump, and I got this receipt stating that my card was charged $150.00 to pay for gas, but I did not pump gas."

When I look at the receipt, it states EMV error, which means that the chip in the card the customer used to pay for gas did not work.

What else can I say to the customer other than "you have to call the phone number on the back of the card to find out why"?

Because customers are upset and irritated when they come to me for help, and that is the only answer I can give them.

"That's just the preauthorization.

The pump doesn't know how much you are going to pump, so it just charges you that and then refunds the difference.

If there's not that much in the account, that's what it says.  It usually refunds right away or in a few minutes.

We can try to run it at the window if you would like."

When the card is authorizing, I believe the fund authorization is separate then the card chip authentication. There might be a "preauth", but because there is an "EMV Error", the transactions is canceled. EMV error is different then a "card decline", make sure the chip is clean and try again. Not all declines transactions are a bank issue, some are system limits.

Oregon is the only state I know of that pumps gas for you. Other states it's self serve. 

You can refuse the charge from the gas company. Just say I did not make that purchase.

 Do you mean Kroger owned stores in Oregon Pump gas? What is the pay for pumping gas? What is required? Check tires? Check Oil? Check Wipers?

 This sounds like your customer is using a debit card to pay at the pump. Companies that issue the card will take out a large amount for pre authorisation as they do not know how much the customer will use. We have stickers on our pumps that say do NOT use a debit card at the pump and to come to the window to pay to avoid pre-authorizations. This will not happen with a regular credit card. If the customer still insists that $150 was taken out of their card, do a reciept reprint and when you pull up the pump number that will show if anything was actually taken out.
