Assistant supervisor doesn’t do her job, tries to get rid of employees she doesn’t like

Working at the Kentucky Kroger Central Fill warehouse. What can be done about an assistant supervisor not doing her job, not helping the team members, even though they have specifically told us they will be helping. This particular assistant will put up one to two products then walk away and go into the office and sit down, when we are already short four out of seven team members! At various times, in the past year, every one of the team members have gone to our Supervisor over the things the assistant does/doesnt do. After writing so many different statements and giving them to our supervisor, we have all gone to our Assistant General Manager and done the same thing. He looked very concerned and told us ALL that her behavior is unacceptable and he will take care of it. The last time he said that was back in June. Our General Manager is rarely there(due to health issues). Our team here is so stressed out that you can actually feel the tension in the air. The one or two times our Assistant GM did talk to her, she retaliated on our whole team! Now its like she just looks for things to say and do to piss us off and really, make things harder on us. Some of us have been here for years! We dont want to leave and lose our seniority, benefits, everything weve acquired here and they know this. Were being bullied every damn day, all day long and it seems that no one in management cares. They have fired or pushed out some damn good employees just because they dislike them. Turn over rate here is SO high. Were afraid to go to HR for the same reason we were afraid to go to the Assistant GMretaliation and bullying afterwards. Does anyone have any serious advice?
