Do I really need to have a good IPM?

I am a new cashier. I have been working at a PS in a local market going on 2 months. My FES is always harping on us to raise our IPM. We have a FE goal to hit of 22. My question: Is this realistic? Does kroger have a storewide IPM goal? Woulg kroger rather I scan fast or engage customers?
